Randall K. Bradley, MPA – Principal
Randall Bradley brings more than 30 years of executive leadership experience working with public sector organizations, including counties, municipalities, special districts, and joint powers authorities. As both a City Manager and Fire Chief, he has led complex public agencies and worked closely with elected officials, governing boards, and executive leadership teams.

Bradley has extensive experience developing regional service models, including joint powers authorities, regional fire and EMS systems, contract service models, and public agency consolidations. His work has focused on developing practical solutions that balance operational performance with governance and fiscal realities. He was one of the primary architects of San Joaquin County's CENCAL Fire and EMS authority that created a public/private partnership that was awarded exclusive operating ambulance contracts.

He has developed and facilitated strategic planning processes for public organizations that are tailored to size and the complexity of the agency, allowing smaller organizations to benefit from strategic planning processes.

Bradley earned his MPA from USC's School of Public Policy where he focused his studies on organizational development and leadership in local government. He attended UCSF paramedicine program where his research focused on the impacts of the AIDs epidemic on local EMS systems. At the national level, Bradley has contributed to the development of public safety standards through the National Fire Protection Association (NFPA). He previously served on the NFPA Standards Council and chaired committees responsible for developing Wildland-Urban Interface standards, helping shape national policy related to wildfire protection and community resilience.
