Regional Fire Protection Models and Consolidations

Many communities are reevaluating how fire protection services are organized and delivered. Regional models—including joint powers authorities, special district reorganizations, contract service arrangements, and shared dispatch systems—can improve service levels while stabilizing long-term costs.

Our Approach: Public Sector Management Group assists agencies in evaluating regional service delivery options, facilitating discussions between agencies, and developing implementation strategies for consolidation or shared service models. Our experience includes working with municipalities, fire districts, and JPAs to design governance structures and operational frameworks that support long-term service sustainability.

Executive Coaching and Leadership Development

Strong leadership is essential to the long-term success of public organizations. For more than twenty-five years, Randall Bradley has mentored and coached public sector executives including city managers, special district general managers, fire chiefs, and department heads.

Fire Department Evaluations and Community Risk Analysis

Public Sector Management Group provides independent evaluations of fire department operations and service delivery systems to help agencies identify opportunities to improve service effectiveness.​​

Services Include: Standards of Cover studies, Municipal Service Reviews (MSR), community risk reduction assessments, development impact consultations, and long-range financial forecasting.

Fire Officer Leadership Development

Fire departments depend on strong leadership at the company officer and chief officer levels. As firefighters transition into company officer roles, and as company officers transition into chief officer positions, they must develop the leadership skills necessary to manage personnel, make sound operational decisions, and navigate the legal and organizational responsibilities that accompany command positions.

Our Approach: Public Sector Management Group provides leadership development programs designed specifically for fire service organizations. Offerings include an eight-hour leadership seminar for current and emerging officers, as well as comprehensive 40-hour academies for company and chief officers.

The curriculum addresses leadership principles, fireground command and operational decision-making, expectations of company and chief officers, and the statutory requirements of the Firefighter Bill of Rights. Programs focus on the transition from firefighter to company officer and from company officer to chief officer, along with the leadership responsibilities that accompany supervisory and command roles.

Instruction is highly interactive and operationally focused, drawing on experienced chief officers and command staff from some of the busiest fire departments in the country

Strategic Planning for Cities, Counties and Special Districts

Traditional strategic planning processes often require extensive workshops and time commitments that can be difficult for smaller cities and special districts.

Streamlined Process: We utilize a streamlined strategic planning model designed specifically for governance-driven organizations. This scalable approach allows boards and leadership teams to establish clear strategic direction through brief interviews and leadership reviews, without the need for lengthy workshop processes.

Emergency Medical Services System Design

Emergency medical services systems across California are evolving as agencies seek to improve patient care, strengthen financial sustainability, and enhance system accountability.

Our Impact: We provide strategic guidance to agencies exploring new EMS delivery models, including regional ambulance authorities, public-private partnerships, and system performance improvements. Our experience includes the development of an innovative regional EMS delivery system that integrates multiple fire agencies with a private ambulance provider under a unified governance structure.
